NUST offers BE Civil Engineering at three places: the School of Civil and Environmental Engineering (SCEE) in Islamabad, whose civil institute is NICE, the Military College of Engineering (MCE) in Risalpur, and NUST Balochistan Campus (NBC) in Quetta. All three admit through NET-Engineering and need at least 60% in both SSC and HSSC.
Key facts
- Civil schools: SCEE/NICE (Islamabad), MCE (Risalpur), NBC (Quetta)
- Paper: NET-Engineering, Mathematics 50%, Physics 30%, English 20%
- Minimum 60% in SSC and in HSSC
- Merit: NET 75%, HSSC 15%, SSC 10%
- SCEE also offers Environmental and Geoinformatics Engineering

NICE vs SCEE: same thing on the merit list
Students search "NICE NUST" and then can't find NICE on the application form. NICE, the NUST Institute of Civil Engineering, is one of the institutes inside SCEE. NUST's programme list names the school, so BE Civil at H-12 appears as SCEE.
NICE's own site lists its departments: Structural, Geotechnical, Transportation, Water Resources Engineering and Management, Construction Engineering and Management, and Urban and Regional Planning. Those are the areas you specialise toward in the later years of the BE.
The three civil schools
| School | City | Notes from the school's own site |
|---|---|---|
| SCEE (NICE) | Islamabad (H-12) | Also runs BE Environmental, BE Geoinformatics and BS Environmental Science |
| MCE | Risalpur | Founded 1952, part of NUST since 1995, runs 8 programmes in civil engineering disciplines |
| NBC | Quetta | Also offers BS CS and BS AI |
MCE is the old one. Its site gives 1952 as the founding year at Risalpur, while the commandant's message says the college started a civil engineering degree with UET Lahore in 1951. It gained degree-awarding status in 1962 and says it has produced 4,323 BE graduates. MCE also claims the country's largest seismic testing facility in its Structural Dynamics lab. We can't verify that claim independently, but it is MCE's own statement.
NBC is the option if you are in Balochistan or want to stay closer to home. It also hosts a CBNET test centre in Quetta in some series.
Programmes close to civil
All on NUST's official list:
- Environmental Engineering at SCEE
- Geoinformatics Engineering at SCEE
- BS Environmental Science at SCEE. This one uses NET-Applied Sciences, not NET-Engineering, and is for Pre-Medical students.
The first two are engineering programmes in the same discipline group as civil. NUST lets you change preferences within a discipline group during selection, so rank them if you would take them.
Eligibility
NUST's engineering eligibility applies. SSC with Science and HSSC, each at 60% or more:
| HSSC background | Civil allowed? | Condition |
|---|---|---|
| Pre-Engineering | Yes | None |
| ICS | Yes | Clear Chemistry as a remedial course in the first semester |
| Pre-Medical with additional Maths | Yes | None |
| Pre-Medical without additional Maths | Yes | Pass NUST's 8-week online Mathematics course with 60% before admission (before 25 July 2027 for NET-2027) |
DAE holders apply on open merit with 60% in Matric and DAE. NUST's DAE table allows Civil Engineering for diplomas in Civil Technology, Land and Mine Surveying, Architecture Technology and Environmental Technology.
A-Level students need IBCC equivalence in the right subjects. See the A-Level guide.
The paper
NET-Engineering. NUST publishes Mathematics 50%, Physics 30%, English 20%. On 200 MCQs the derived split is about 100, 60 and 40.
Civil has a reputation as the "easier" engineering seat. Don't plan around that. Whatever the closing position was last year, NUST ranks a fresh pool every cycle, and NET still carries 75% of your aggregate. Prepare as if you want SEECS.
For physics, force and motion, work, energy and power and solids and fluid dynamics connect most directly to what civil students study later. For maths, the maths practice bank is sorted by chapter.
Moving between civil schools during selection
Say the first list puts you in MCE but you wanted SCEE. NUST's selection rules decide what happens next:
- Pay MCE's dues on time. If you don't, you drop out of selection for the whole engineering discipline.
- Once you have paid, you stay in line for an upgrade to a higher preference when seats free up from dropouts and no-responses.
- If you are happy where you are, you can freeze your programme by the date in your provisional selection letter. That blocks further upgrades.
- Selection usually runs until the second week after classes start at H-12, then closes for good.
So rank SCEE above MCE if you prefer Islamabad, and accept the MCE seat while you wait.
Cost and living
All three civil schools charge the engineering rates on NUST's 2026-27 fee page: Rs 216,750 tuition per semester plus Rs 5,000 miscellaneous, with a Rs 35,000 admission processing fee and Rs 10,000 refundable security at admission.
Living is where they differ. SCEE students on H-12 can apply for NUST's central hostels if they are from outside Islamabad and Rawalpindi. MCE and NBC are separate campuses, so ask the college about its housing after you get an offer. The hostel guide covers the H-12 rules and charges.
FAQ
Is NICE the same as SCEE?
NICE is an institute inside SCEE. On NUST's programme list and application form, BE Civil at Islamabad is listed under SCEE.
Which NUST campuses offer civil engineering?
SCEE in Islamabad, MCE in Risalpur and NUST Balochistan Campus in Quetta.
Which NET is for civil engineering?
NET-Engineering: Mathematics 50%, Physics 30%, English 20%.
Is MCE Risalpur part of NUST?
Yes. MCE's academic programmes became part of NUST in 1995, and its BE Civil appears on NUST's official programme list.
